Will they sell goods with a small amount of CBD without a prescription in Australia already in 2020

Planned changes in the regulatory framework, initiated by government officials based on the results of the study, can legalize the huge CBD market for goods in a country with a thriving gray market for semi-legal drugs with cannabidiol, which is used by patients who have not received the necessary doctor’s prescription. 

The pages of the profile electronic publication of Ukrainian horse breeders have repeatedly focused our readers on the fact that the use of drug-free cannabinoids for industrial purposes (food, cosmetics, zoobusiness, dietary supplements) is possible even in conditions of underdeveloped national legislation. In order to offer government officials of our country possible options for the most effective use of therapeutic hemp leaves and inflorescences for industrial purposes, it makes sense to monitor how these issues are resolved in economically developed countries of the world. How exactly is the question of the possibility of using the therapeutic properties of cannabidiol in Australia being addressed is described in this material.

An analysis of products that include cannabidiol (CBD) by Australian health authorities can ease restrictions on their sales, making CBD products with a low content of the above drug-free cannabinoid much more affordable.

A spokesman for the country's Ministry of Health officially stated that the Therapeutic Goods Administratioin (TGA) is currently conducting a safety review of the use of low doses of cannabidiol for health. According to the state official, based on the results of the study, it will be possible to decide on the need to weaken the status of small quantities of CBD and the sale of relevant goods, for example, in OTC form. According to Australian government officials, the regulator for the production of therapeutic products in Australia, began a review of the available information in late 2019. It is expected that the resulting analytical paper will be ready in early March.

A recent official review will describe recent information that may justify the lifting of restrictive measures for products with low doses of cannabidiol.

Commentary by the Ukrainian Technical Hemp Association

In March 2015, Australian government officials decided to use cannabinoid drugs for medical purposes. A mechanism has been developed according to which cannabinoid drugs can be prescribed according to the approved access schemes for the product, taking into account the developed requirements. For example, products containing only CBD are currently considered Schedule 4 drugs, also known as prescription drugs. Drugs that include CBD may fall into this classification if they contain 2% or less of other cannabinoids. CBD products in the country are legal if they are made from hemp plants (not synthetic) and do not contain tetrahydrocannabinol.

According to published data from the Department of Health, of all the medications available in Australia, which include hemp ingredients:

•  23% contain exclusively CBD / CBD.

•  7% THC / THC only.

•  70% are a combination of CBD and THC.

On the one hand, in 2017, about 457 patients were given the opportunity to legally use psychoactive hemp for medical purposes in Australia. The number of patients of this kind in 2018 increased to 2526 and reached 15 566 in 2019. On the other hand, there is a huge gray market for products containing drug-free cannabinoids, which are mainly sold through the Internet. Planned changes in the regulatory framework, initiated by government officials based on the results of the study, can legalize the huge CBD market for goods in a country with a thriving gray market for semi-legal drugs with cannabidiol, which is used by patients who have not received the necessary doctor’s prescription.
