How can an example of financing hemp construction experiments be used for national business?

The goal of the project is to improve the energy performance of public buildings in the border area by spreading new models of green building based on expanding local opportunities for the use of plant resources (primarily based on the properties of hemp plants) and establishing supply chains.

For the first time, the European community has allocated funds for research and the creation of modern building systems with the goal of significantly improving the energy efficiency of existing buildings, developing local supply chains of plant materials and producing competitive materials at distances not exceeding 150 km.

According to one of the initiators of this project, “The Italian province of Cuneo (Provincia di Cuneo) will become one of several administrative and territorial units on the border of Italy and France in which this experiment will be conducted. In the above territory, industrial crops of technical hemp have been grown for several hundred years. In addition, high-quality spruce and deciduous forests grow in the Stura di Demonte valley, and there are also working quarries in which lime is extracted for the construction work. ”

Financing will be carried out within the framework of the European project “EcoBati”. As a result of this measure, four public buildings will be re-qualified in energy:

- headquarters of the Chamber of Commerce of the province of Cuneo (the building is defined as the experimental site of the project);

- Headquarters of the Boves School of Construction;

- Headquarters of the Chamber of Commerce of the Italian Riviera (Riviere di Liguria);

- a building owned by Chambre de Metiers (Nice, France).

Project Goals:

•  Strengthening local cross-border supply chains for the production of building materials based on natural raw materials that can be used in environmental construction to improve the energy performance of public buildings;

•  expansion of mechanisms for implementing innovative green public procurement procedures and verification systems, as well as measuring the energy efficiency of public buildings;

•  an increase in the number of Italian and French companies that use environmentally friendly and innovative materials manufactured locally;

• the  use of innovative information and communication technologies for the energy retraining of public buildings.

The effectiveness of the project will be determined in three main areas: 

- Strengthening cross-border building culture;

- Validation of the EcoBati methodology, based on the development of environmental reward criteria;

- sharing knowledge through communication, dissemination and awareness-raising activities. 

Particular attention will be paid to the functioning of local cross-border supply chains of building materials. This activity will be carried out in order to identify, analyze, and identify local raw materials and building materials that are currently on the market without the necessary environmental certification, as well as the identification of environmentally compatible goods for construction work and the development of a reward scheme within “EcoBati” for the use of environmentally friendly hemp materials during construction.

Communication activities are an important part of the project, by providing specific information for companies working in this sector of the economy, as well as technical specialists from state administrations. Other actions will be aimed at involving the general public in ongoing awareness-raising campaigns on the above issues.

The experimental stage of the project is interesting, which includes the construction of four pilot sites, both demonstrative and working as an incentive for introducing hemp eco-materials into the construction business. All stages of the work will be documented using video and photographs, which will then be demonstrated in the form of electronic training material in order to promote the knowledge gained.

The main expected results of the project:

•  increased certification of environmental products within local cross-border supply chains;

•  training of technical staff in public administration so that they can achieve adequate professional skills for the effective management of “green public procurement procedures”;

•  attracting companies in this business sector so that they can acquire knowledge and skills for the further use of hemp eco-materials produced by local cross-border supply chains.

This project aims to accompany a significant number of small and medium-sized companies in the construction sector in Italy, France, and possibly other EU countries. It is designed so that the above companies become more competitive in the market, acquire new opportunities, and are also interested in improving the energy efficiency of newly created / restored real estate. 

According to Alice Lusso, participating in the project, “In addition to insulating buildings with bone concrete, the project will replace windows and doors with wooden ones that meet high modern energy standards.”

The goal of the project is to improve the energy performance of public buildings in the border area by spreading new green building models based on expanding local opportunities for the use of plant resources (primarily based on the properties of hemp plants) and establishing supply chains. Based on the above goal, we can conclude that in the economically developed countries of the EU, both state and non-state structures do everything in their power to:

- improve the energy as well as environmental characteristics of the operated / under construction buildings and structures;

- promote new technologies of “green building” on the market;

- expand the halo of the use of plant resources for the manufacture of modern environmentally friendly, energy-efficient building materials;

- involve local manufacturers in the supply chain of building materials, while significantly reducing the total cost of projects;

The necessary basis for the initial tendencies of all of the above trends, at least as part of the EcoBati project, are the biological features of technical hemp.

At the moment, in our country there are first signs of the use of technical hemp as a building material or the basis for creating environmentally friendly building materials. Despite the fact that it is not yet necessary to say that any government resources should be allocated to study the effectiveness of hemp raw materials, there are initiatives to at least condemn the hemp construction problem and determine how to overcome them within the framework of the “ Hemp University ”. In particular, in the framework of the round table “ Hemp raw materials - technologies for its use in construction, production of biocomposite materials and furniture ”, the participants of the event focused on the advanced hemp construction technologies used in our country and in economically developed countries of the world, as well as outlined priority steps, which could intensify the use of hemp plants in the production of high-quality environmentally friendly building materials made on the basis of hemp, as well as the possibility of using hemp technology for energy-efficient construction / insulation of buildings and structures. The next training for students of the Hemp University will be held from April 7 to April 9, 2020 on the basis of the National University of Life and Environmental Sciences of Ukraine.
