Global trends in the legal use of psychoactive hemp

05.12.2018

The adoption of legislation allowing the use of therapeutic cannabis in South Korea actually opens up the largest consumer market in East Asia for this product. This fact gives a start to companies specializing in working with medical hemp and entering through South Korea to the markets of all countries of East Asia.

Luxembourg may be the first country in the EU to use hemp for medical and recreational purposes.

At the beginning of 2018 in Luxembourg, on the basis of previously conducted public opinion polls, a petition was submitted to the government of the country on the need to allow the legal use of all forms of cannabis. This initiative received widespread support, in connection with which relevant documents were submitted to the country's parliament for consideration. During the parliamentary debates, a decision was made on the need to legalize the use of cannabis in the country for medical and recreational purposes. In turn, the Prime Minister of Luxembourg Xavier Betel (Xavier Betel) told the media about the positive attitude towards the legalization of all forms of cannabis use. Thus, on the territory of Luxembourg, the situation is emerging, which in the near future should lead to the adoption of a legal framework similar to that adopted in Uruguay and Canada.

South Korea is the first country in East Asia to allow the legal use of psychoactive cannabis for medical purposes.

Despite all its conservatism, the South Korean parliament approved amendments to the Drug Control Act, which allowed the use of cannabis for medical purposes, in particular for the treatment of epilepsy and other rare diseases. According to the rules that are prescribed, patients who may be prescribed the use of cannabis for medical purposes will have to register in a special registry for access to rare drugs. Before obtaining permission for the legal use of psychoactive cannabis, Korean patients will have to apply for an appropriate permit to the national center for rare medicine research, which deals not only with the study, but also with the import of drugs and expensive medications into the country. Having received this kind of documentation (individual license), a citizen of South Korea in need can demonstrate it to his doctor in order to obtain the appropriate prescription for the purchase and legal use of therapeutic cannabis.

Currently, the use of cannabis for medical purposes is permitted in all EU countries, with the exception of Bulgaria, for recreational purposes in the territory of the Netherlands, Portugal, Spain, and the Czech Republic. Taking into account the trends of the all-European hemp market, it can be argued with considerable certainty that if the use of psychoactive cannabis for medical and recreational purposes is legalized in Luxembourg, in several other European Union countries, processes are being activated to ensure that the markets can actively using the leaves and buds of psychoactive hemp.

In East Asia, the governments of Thailand and Malaysia are also actively moving towards providing the legal framework for the legal use of psychoactive cannabis for medical purposes. The adoption of legislation allowing the use of therapeutic cannabis in South Korea actually opens up the largest consumer market in East Asia for this product. This fact gives a start to companies specializing in working with medical hemp and entering through South Korea to the markets of all countries of East Asia.
