German cannabis market trends

According to official figures, at the beginning of March of this year, Germany imported 1,032 kilograms of hemp flowers for sale in pharmacies in the country. The trend observed in this regard shows a slight increase in the import of hemp raw materials rich in drug-free cannabinoids compared to the same period in 2019. In total, over the past year, Germany imported about 6.5 tons of hemp for domestic consumption. If, by the end of the year, this dynamics in the import of hemp plant leaves and inflorescences continues, experts predict the saturation of the EU’s largest medical cannabis market. 

The dynamics of the development of the medical cannabis market in individual EU countries is of great interest to large Canadian investors who have invested significant resources (including financial) in the agricultural assets of European enterprises in anticipation of a quick profit. The management of the above enterprises, observing similar trends at least in Germany and the Netherlands, we come to understand that market growth is slowing down. At the beginning of 2020, distributors are still using medical cannabis stocks that were accumulated in 2019, and they will increase imports closer to the second half of 2020. It should be noted that the coronavirus pandemic did not significantly affect the current trend with the formation of the volume of imports of leaves and inflorescences with a significant therapeutic effect, since the necessary supply of raw materials occurs without any difficulties. 

If we extrapolate German imports for the first two months of this year, we can predict with a significant degree of probability that no more than 6.2 tons of medical hemp will be imported into the country for the whole of 2020. On the one hand, this is a surprisingly low indicator for the market, which has doubled annually since 2017 (1200 kg were imported in 2017, about 3000 kg in 2018), on the other hand, this is a pattern that has already manifested itself in Europe’s second largest market. The calculations of our German colleagues suggest that sales of hemp leaves and inflorescences, which have significant therapeutic properties in 2020, will not significantly increase compared to 2019.

Commentary by the Ukrainian Technical Hemp Association

Germany continues to depend on imports of green mass of plants with significant therapeutic potential for domestic consumption, as German producers will not work until at least the end of this year. 

At the moment, there are three main areas of import of medical hemp into Germany. About 40% of the imports of leaves and inflorescences of a plant with significant therapeutic properties are produced from the Netherlands (2.5 tons in 2019). According to the data for 2019, the supply of hemp from Portugal to Germany amounted to no more than 500 kg, which is 6% of total imports. Canada remains the main supplier of hemp products to the German market (54% of total imports), the hemp companies of which have production facilities certified in accordance with the requirements of the European Union.

As of early 2020, the German Federal Institute for Medicines and Medical Devices (Bundesinstitut für Arzneimittel und Medizinprodukte, BfArM) issued permits for the import of medical hemp to selected hemp enterprises from countries such as the Netherlands, Canada, Portugal, Spain and Denmark. 

The leaves and inflorescences of imported medical hemp from the Netherlands and Canada have been available in German retail pharmacies since 2017, and deliveries from Portugal began only by the end of last year. “Entering” the German pharmaceutical market with cannabinoid products to representatives of countries that have not yet established themselves as regular partners is quite difficult, because often, in addition to import authorization, BfArM may require compliance with a number of other requirements and the need for other permits issued by regional authorities health care.
