The federal bill "On the appropriation of the United States in 2020" includes almost $ 20 million for the development of the hemp industry


Senator Mitch McConnell at once with American farmers on the hemp field

The Republican Senator, on the one hand, is one of the most zealous advocates of reanimating the industry for growing, processing and selling cannabis, with another opponent of marijuana, calling it "the illegal cousin of a noble plant." 

The text of the bill on US federal spending totaling $ 1.4 trillion includes positions related to the development of American hemp breeding. In particular, the bill already passed by both houses of Congress was signed by the president of the most highly developed country in the world. This regulatory document includes provisions that are aimed at further development of the hemp business, including the possibility of using drug-free cannabinoids for industrial purposes.

According to the leader of the Republican majority in the US Senate, Mitch McConnell, the bill on US Appropriations for 2020 provides funding for the country's growing hemp industry. The consolidated amount provided for the development of American hemp breeding is about $ 20 million. 

In particular, the provisions of the bill include

• $ 16.5 million to the US Department of Agriculture (USDA) for the implementation of certain technical hemp provisions provided for in the Farming Act, signed by the US President in December 2018;

• $ 2 million for the study of various hemp varieties by the Agriculture Research Service;

• financial resources encouraging the US Food and Drug Administration (FDA) to thoroughly study hemp plants and, on the basis of the materials received, to issue official recommendations on the use of products containing non-drug cannabinoids, including cannabidiol;

• financing provided for the Farm Credit Administration Agency encouraging the above structure to provide its services to producers and processors of technical hemp;

• financial security of the ban to federal structures to prevent the sale or production of hemp grown under the Law on Farms;

• financial support for competitive USDA grants for developed hemp projects;

• financial resources to support the efforts of the US Drug Enforcement Administration to introduce technologies that enable law enforcement agencies to distinguish cannabis from marijuana on the spot.

Republican Mitch McConnell (senior member of the Senate Committee on Appropriations and Agriculture) and Democratic senators Ron Wyden and Jeff Merkley were directly lobbying for the inclusion of hemp provisions in the US Appropriations Act 2020.


Mitch McConnell was the main lobbyist for the adoption of the amendments to the Law on Farms of 2018, governing the cultivation of industrial hemp at the federal level in the United States. The Republican senator, on the one hand, is one of the most ardent advocates of reanimating the industry for the cultivation, processing and sale of cannabis, with another opponent of marijuana, calling it "the illegal cousin of a noble plant." After signing the amendments to the Farming Law in December 2018, the leader of the Republican majority in the Senate already in 2019 called on the U.S. Department of Agriculture to implement changes to the state’s policy regarding industrial hemp breeding very quickly. It is at his request that federal banking regulators carry out work aimed at legally working with hemp companies. In addition, during 2019, Senator McConnell raised several questions before the FDA that the above government agency should develop the mechanisms necessary to ensure that the non-drug cannabinoids obtained in a natural way can be legally used for industrial purposes in food, cosmetics, and biologically active, food and feed additives.
