Farmers abandon hemp business. The expert named the reasons

Sowing area for technical hemp in Ukraine has been decreasing since 2016. It was then that they were sown the most during the period of independence of Ukraine - about 3.5 thousand hectares.

The reduction occurs for two main reasons, the president of the Ukrainian Technical Hemp Association Alexander Ignatyuk emphasized in a comment for AgroPortal.ua.

According to him, in 2017, about 2.7 thousand hectares were cultivated under a profitable agricultural crop. In 2018 - 1.3 thousand hectares, in 2019 - even less, whereas from 2012 (after the cancellation of the requirement of mandatory protection) to 2016, the area doubled annually.

“The main problems in the development of the industry is, firstly, the lack of modern facilities for the primary processing of hemp straw / trusts, including on mobile platforms,” Ignatyuk said.

In his opinion, this situation is due to the absurd provisions of the Cabinet of Ministers of Ukraine Resolution No. 589 of 2009, according to which "destruction of residues after processing hemp stalks is carried out by business entities after weighing them by daily burning." By the way, at the end of 2019, the association initiated amendments to the aforementioned regulatory act.

“Despite the fact that the primary processing of industrial hemp stalks increases the profitability of hemp plant cultivation to $ 2-2.5 thousand / ha. For comparison: without receiving hemp fibers and bonfires on one hectare, they earn from 700 to 800 $ / ha only on marketable grain, ”he said.

Secondly, criminal proceedings, which open to farmers growing technical hemp (absolutely socially safe), on the initiative of law enforcement officials interested in personal enrichment, slow down the business, the expert is convinced.

“All cases are scattered in the courts, because the law is on the side of agricultural producers. As a result, criminal proceedings are closed due to the lack of corpus delicti, but for 3-4 months, while the process is underway, enormous psycho-emotional pressure is exerted on farmers, and they require 300-400 thousand UAH from them, for which they promise to “hush up” the case, ”says he.

In Ukraine, Ignatyuk believes, it is necessary to change the approach of civil servants to the cultivation of technical hemp.

“For example, in the United States in December 2018, amendments were made to the Law on Farms, which at the federal level settled the issue of cultivating industrial crops of technical hemp. Since then, in the most developed country in the world, the area under technical hemp sowing has instantly increased almost 100 times - up to 60 thousand hectares, and the country has become the second in the world to grow the most profitable agricultural crop, ”he said.

In general, the profitability of growing technical hemp in member companies of the association did not fall below 70-80%, Ignatyuk summed up.
