In anticipation of a “flower revolution”, France's traditional cannabis sector continues to grow steadily

A significant factor influencing the caution of French officials in matters related to the creation of a regulatory framework for the processing of hemp flowers is the preliminary conclusion of the European Commission that cannabinoid extracts from industrial varieties of the Cannabis sativa L. plant should be classified as drugs in accordance with EU legislation. ... It is for this reason that European Union officials have frozen all applications for permits for hemp extracts, as well as the production of natural cannabinoids, in accordance with the rules on "new foods."

On the pages of the specialized electronic edition of Ukrainian cannabis growers, it was more than once described how attentively French government officials are about issues related to changes in current legislation aimed at regulating the possibility of using the therapeutic properties of cannabis leaves and inflorescences. The French authorities are considering the further development of a normally functioning cannabis industry, placing at the forefront the ancient principle of medical ethics "Do no harm". Why the French government agencies treat these issues so carefully and scrupulously, we will try to describe in this material. 

As part of experiments in France to use the therapeutic properties of cannabis, the National Medicines Agency (Agence Nationale de Sécurité du Médicament et des Produits de Santé, ANSM) may soon authorize the legal use of flowers and leaves of the plant, the use of which is still officially prohibited. on the territory of the country. Such a measure will not only open the way for French cannabis producers to formulate the products they produce, which include the leaves and inflorescences of the hemp plant, but also significantly expand the possibilities of French cannabis growing.

According to ANSM representatives, it is necessary to consider two main therapeutic substances that should be of interest to the French regulatory authorities - tetrahydrocannabinol, which makes sense to consider as a raw material used exclusively for medical purposes (it must be grown in very small areas indoors or in greenhouses), as well as drug-free cannabidiol, intended for use in consumer products, and which can be obtained from industrial crops of industrial hemp, massively grown in France. A number of experts on the French hemp market insist that given the country's current position in the global hemp market, it is necessary to find a balance between the modern trends of already developed hemp growing in France, related to the cultivation and processing of fiber and seeds, as well as the rapidly developing market for growing, processing and selling flowers. , as well as plant leaves, which have a significant therapeutic effect.

Traditionally, hemp seeds are harvested in September, but for the first time in 2020, some French producers are experimenting with harvesting in July-August. The goal of this kind of experiment is to develop algorithms that harvest leaves and flowers, not just stems and seeds. However, in order to carry out this kind of activity officially, it is necessary to have guidelines that should be prepared by the staff of the National Medicines Agency. Those. For the hemp industry, experiments with a plant with significant therapeutic properties must be regulated by regulations that go far beyond the interests of the pharmaceutical industry or modern medicine. ANSM staff should develop new rules to assess the hazards associated with the use of leaves and flowers of the hemp plant, which has significant therapeutic properties. 

After the activities related to the use of grain and stems of industrial varieties of hemp plant were regulated in France, it was time to regulate the work related to the possibility of legal processing of leaves and inflorescences. The use of the “green mass” of the plant should be regulated in two dimensions: the extraction of tetrahydrocannabinol from hemp for the possible use of this cannabinoid for medical purposes; extraction of non-drug cannabinoids for use as ingredients in food, beverages, e-liquids, raw materials for the manufacture of cosmetics, food / feed / dietary supplements.

Already, we can say that the tetrahydrocannabinol market is primarily aimed at medical use and will open after obtaining permission to work with psychoactive cannabis varieties. Obviously, this is the smaller of the two markets described above, as CBD products are much more promising in terms of consumer interest.

Increased investment in straw-related sectors of the hemp economy / trusts

Despite the rapid global growth of the market for cannabinoid products, French cannabis market experts note a great interest from investors not only in the direction of modern cannabis growing associated with the use of leaves and inflorescences of the hemp plant. Not only in France, but also in other economically developed countries of the world, serious investments are being made in the creation of production facilities for the processing of hemp straw / trusts and the production of textiles and knitwear from hemp fiber, biocomposite materials, and hemp cellulose. 

The attention is constantly focused on significant investments in production facilities related to the processing of hemp fiber carried out both abroad (USA, Bulgaria, Romania, Poland, Lithuania), which in the near future will compete on the market with products manufactured at similar French enterprises, and in France itself. For example, the French hemp agricultural cooperative “La Chanvrière de l'Aube” is doubling its capacity to process hemp straw and produce fiber. According to the president of the cooperative Benoit Savour “Despite the fact that we already have a technological line that processes 50 thousand tons of straw, we are adding another line of the same kind with a production capacity of 50 thousand tons. We continue to increase the volume of hemp straw processing despite the fact that new production facilities for the production of hemp fiber were put into operation in February 2020. "

Tissages de Charlieu is in talks with a major retailer to supply various hemp technical fabrics (primarily sacks) made from hemp fibers, which are offered to customers along with similar products made from cotton. According to Antoine de Saint-Pierre, Deputy Director of Les Tissages de Charlieu, “We want to transfer part of the production of fabric bags, which are now imported from India and China, to France. The undoubted advantage of this type of activity is that during the cultivation of a hemp plant, the use of pesticides is not required and for its cultivation several times less water is needed than for cotton. " 

Another French company, Planète Chanvre, set up a decade ago, is adding a new hemp concrete precast plant to its 7,000-tonne defibration plant. Analysts of the French hemp market consider the use of hemp fibers in the automotive industry to be extremely promising. In particular, European automobile companies are actively using biocomposite materials based on hemp fiber for the production of dashboards, door skins, etc. Quite significant resources are invested in this sector of French cannabis growing every year.

 Cannabis crop dynamics in France

Compared to the main food crops, industrial hemp in France occupies a relatively small area of ​​crops - about 20 thousand hectares. However, we must not forget that over the past 30 years, the area of ​​industrial crops of cannabis-free cannabis in France has increased 5 times. The country has created a rather powerful infrastructure, even by world standards, for processing and manufacturing end products with high added value from the seeds and stem of the hemp plant. Given the developed hemp industry in France, it is necessary to note the thoroughness with which government agencies consider the possibilities of regulating the use of the therapeutic properties of the plant, as well as the caution with which government officials prepare regulations aimed at regulating the use of leaves and inflorescences of a plant that has significant therapeutic potential.

Unfortunately, on the Ukrainian market the excitement associated with the possibilities of using the therapeutic properties of hemp leaves and flowers overshadows the eyes of potential investors, and they do not see the unrealized opportunities in Ukraine for the deep processing of seeds and hemp fiber, as well as the potential for implementing projects to obtain from this raw material products with high added value. The Ukrainian investor does not want to understand yet that waiting for changes in the profile law, bylaws, and then departmental regulations is a long and thankless process. It is much more efficient to use the opportunities that the modern Ukrainian market currently provides - the use of the health / medical properties of technical hemp of therapeutic orientation for industrial purposes. 

Issues related to the provision of permits, as well as application algorithms and legal mechanisms for the use of the health-improving / medicinal properties of technical hemp of therapeutic orientation will become the basis for the round table “Experience in using therapeutic elements of industrial hemp as raw materials for food, cosmetic preparations, biologically active or feed additives ", Which is being prepared as part of the training of students of the" Hemp University ", which will be held in the second half of September at the National University of Bioresources and Environmental Management (NUBiP) of Ukraine. Among other things, as part of the 5th course of training, students of the "Hemp University" will be presented with the initiatives of the profile association of Ukrainian cannabis growers to amend the current legislation related to the creation of a departmental legal framework regulating the use of "green mass" of hemp plant in industrial purposes by methods excluding extraction.
