The open appeal of Ukrainian scientists on the study of the properties of cannabis

Representatives of the scientific community of our country require the government of Ukraine to regulate as soon as possible the order of limited controlled treatment of cannabis for scientific activities and thus the realization of the right of medical and scientific organizations to use cannabinoids for scientific and medical purposes.
 
An open appeal addressed to the Cabinet of Ministers of Ukraine regarding the need for a regulatory and legal settlement of the issue related to the study of the therapeutic properties of cannabis has been signed by a number of luminaries of Ukrainian medicine and biology:
- Academician of the National Academy of Sciences of Ukraine, Doctor of Biological Sciences Oleg Kryshtal;
- Doctor of Medicine Viktor Dosenko;
- Candidates of Biological Sciences Dmitry Isaev, Alexander Maksimyuk, Alexei Boldyrev;
- Candidate of Medical Sciences Yuri Zhigarev, Vasily Nagibin.
 
In an open letter it is noted that "In the country there is an unacceptable situation in which the scientific community is constrained by the regulatory restrictions of the Soviet period. Scientists are not able to provide the society with justified data about the positive effects on the body, or the risks associated with the use of various kinds of components that make up the cannabis, or the treatment of any physiological disorders of the human body.
 
European and world practice show that substances contained in cannabis are able to counter severe neurological and immune diseases, or at least significantly alleviate the condition of patients. World science has already determined the clinical value of cannabinoid receptor activation and the importance of such drugs for medical practice. Every year in the world, dozens of new research results are published, and the inventions of scientists are turned into patents for new and new drugs made on the basis of cannabis.
 
At the same time, the laws of Ukraine regulating this field of activity are copies of the laws of the Russian Federation guaranteeing criminal prosecution of scientists who will decide on researching the components of cannabis in their scientific work. The current legislation of Ukraine deprives Ukrainian citizens of even hopes for future use of drugs, prohibits the use of non-psychoactive cannabinoids for the treatment of epilepsy, as well as cancer in children, in fact dooming them to death or to the existence of bedridden people.
 
The situation when any attempts at scientific research on the influence of cannabinoids on the functioning of the organism meet bureaucratic obstacles and threaten criminal proceedings for researchers is inadmissible for a developed society. "
 
Representatives of the scientific community of our country require the government of Ukraine to regulate as soon as possible the order of limited controlled treatment of cannabis for scientific activities and thus the realization of the right of medical and scientific organizations to use cannabinoids for scientific and medical purposes.
 
Comments of the Association "Ukrainian technical hemp"
 
In 2016, the profile association of national cannabisers actively participated in lobbying changes in the current legislation of our country, including by adopting appropriate changes to the law of Ukraine "On narcotic drugs, psychotropic substances and precursors." The changes have passed the profile committee of the national parliament and are under consideration by the Supreme Council of Ukraine. These changes provide for the possibility of using hemp for medical and scientific purposes. In April 2017, the Association initiated a corresponding change in by-laws. If accepted, the study of the properties of the plant can be carried out by the end of 2017.
