The need for reasonable regulation of cannabidiol in food, cosmetics, medicine and pharmacology (part 2)

09.03.2017

In accordance with Annex II / III of the EU Regulation No. 1223/2009 in the cosmetic sphere, CBD can be used without any restrictions. Similar formulations already prescribed in the regulations of the united Europe are based on the fact that cannabidiol is an excellent skin care product, in particular, has amazing regenerating, protective, and antiseptic properties.

In the previous article, the position of the European Association of Industrial Cannabis (EIHA) was published with respect to the prescription use of cannabidiol, which is currently being lobbied by several multinational pharmaceutical companies from Germany, the United States and Great Britain. Taking into account the fact that such initiatives will be considered at the next session of the United Nations, including, it would be desirable to describe in more detail the position of European cannabisers, which coincides with the opinion expressed by the representatives of the national association of cannabisers in the course of their work with representatives of state Structures.

In large doses, cannabidiol can be a drug given with or without a prescription

Pure cannabidolol (CBD) and products with a high concentration of the above non-narcotic cannabinoid (intake of more than 200 mg / per day orally) for an adult can be sold without a prescription or prescription.

In moderate doses, cannabidiol should be available without a prescription

Products with an average concentration of cannabidiol (taking 20 to 200 mg / day orally for an average adult) should be over-the-counter in pharmacies, either in the form of pharmaceuticals or as supplements (like valerian, hop pills, etc.). Examples of non-prescription drugs in small doses are: acyclovir, almotriptan, beclomethasone dipropionate, ibuprofen, colcalciferol, as well as omeprazole and pantoprazole.

The approach demonstrated above is a common practice in the EU countries. Products - extracts of hemp and tinctures, should be standardized for a clear delineation of the concentration of CBD in them. Extracts of hemp and tinctures from plants with their natural content of CBD should not fall into the category "New food", as cannabidiol is a natural component of cannabis, which has been used in Europe for the past 2000 years. The European Commission said on December 18, 1997 that food containing individual plant elements is not considered a "new product". For example, a hops extract used to make beer instead of plant flowers has never been recognized as a new food product.

EIHA also emphasizes that there is no need to make any unreasonable claims about the possibility of adversely affecting health in any way, in the process of using extracts of CBD or tinctures of cannabis used as food additives.

Low concentrations of CBD in food

Low concentrations of cannabidiol (intake less than 20 mg / day for an adult) should be tolerated in food without any restrictions.

Any limitation of the concentration of CBD below 20 mg / day can not be justified, since studies conducted back in 1979 by Belgrave and his colleagues in a placebo-controlled, randomized, double-blind study showed that a single dose of 22.4 mg of CBD per 70 kg of body weight Body, does not cause a psychomotor effect and does not even show any interaction with the concomitant use of alcohol.

The use of CBD in other spheres by the example of cosmetic preparations

In accordance with Annex II / III of the EU Regulation No. 1223/2009 in the cosmetic sphere, CBD can be used without any restrictions. Similar formulations already prescribed in the regulations of the united Europe are based on the fact that cannabidiol is an excellent skin care product, in particular, has amazing regenerating, protective, and antiseptic properties.
